By the end of 2004 an estimated 200 operators will have launched 3G services worldwide. However, incomplete 3G network coverage and limited availability of attractive 3G handsets has forced a number of operators to focus their initial service promotions on high speed data connections for laptop equipped business customers. This initial focus has also been motivated by the fact that laptop equipped mobile users represent an attractive revenue source for operators, since wireless data usage among laptop users normally far exceeds that achieved among mobile phone or PDA users.
In this study, we document the efforts of mobile operators to optimise the appeal of their fast data connection offers. Through a series of mini case studies we illustrate the market development initiatives of the 16 operators listed below. We focus in particular on the pricing, packaging and promotion of higher speed 3G data services and the integration with either or both GPRS and WLAN services.
